The development of the state order system is an important problem, as well as part of other problems that regulate certain functions of the state in the economy. This problem is related to the current system of state management of its resources on the one hand, and the involvement of private business to solve state problems on the other. The issues raised are relevant for the agro-industrial complex in terms of improving state mechanisms that allow for the implementation of regulatory functions not only in the economic sphere, but also in the social sphere. This does not mean that there are currently no approaches to solving the problem of ensuring effective public - private partnership, and the methodological apparatus at the disposal of public authorities does not ensure the implementation of procedures for placing a state order from the point of view of the most effective spending of budget funds. The issue is that considering the shortcomings of the public administration system-corruption, excessive regulation and administrative pressure on commercial structures on the one hand, and inefficient management of available resources on the other, the state has not taken significant steps to change the situation in this area. However, the state has recently been more active in developing economic development programs, where measures are also being taken to improve the food supply system based on the state order for agricultural products.
